The influence and impact matrix plots each stakeholder on how much influence they have and how much they're affected by the organisation, which then determines engagement priority and internal ownership, rather than engaging stakeholders in whatever order happens to be most convenient or most vocal. A structured matrix ensures a quiet but heavily affected community doesn't get less attention than a loud but relatively less impacted stakeholder simply because they're easier to hear from.

How to actually score influence and impact
Influence: how much this stakeholder can affect the organisation's ability to operate or its reputation. Impact: how significantly the organisation's activities affect this stakeholder's interests, wellbeing, or environment. Both scored independently, a stakeholder can be low-influence but high-impact, or the reverse.
What happens to stakeholders who score low on both dimensions
They still get monitored, just with lighter engagement, the matrix isn't about ignoring anyone, it's about matching engagement intensity to genuine stakes, so limited engagement capacity goes first to the stakeholders where it matters most.
